В числе прочего Еврокомиссия настаивает на мерах по деолигархизации, а Минюст совместно с аппаратом президента работают над проектами необходимых для этого нормативных актов. Assessment of the situation with the study of the Gagauz and the Romanian languages in ATU Gagauzia

The Gagauz language, which is one of the official languages in the autonomous territorial unit Gagauz-Yeri in the south of Moldova, is among the endangered languages and requires restoration and protection, including by the state. The level of command and use of the Gagauz language is insufficient. The level of command of the Romanian language in ATU Gagauz-Yeri is insufficient, which prevents the creation of the necessary conditions for the full participation of residents of the autonomy in the social, cultural and political life of the country, holding positions in the leadership of the central level, as well as increasing the level of social cohesion of society. The lack of serious attention to this issue may lead to a situation in which the Gagauz-Yeri autonomy will exist in isolation from the national processes.

This paper analyses the relevant legislation, including the international one, presents a thorough analysis of the current situation, highlights the point of view of the autonomy’s residents with regard to the study and knowledge of the Gagauz and Romanian language, analyzes a number of programs and policies of the government and authorities of the autonomy, aimed to resolve these issues.

(Română) Un grup de studenți din colegiului pedagogic „Mihail Ceakir” din Comrat au participat la atelierul proiectului „#reforMD – reziliența împotriva dezinformării în Republica Moldova”, pe care îl implementăm în parteneriat cu Institutul pentru Politici și Reforme Europene (IPRE) și Institutul pentru Politici Europene din Germania (IEP).

#reforMD – Resilient against Disinformation in the Republic of Moldova

#reforMD aims to strengthen resilience against disinformation through dialogue measures between civil society and political actors as well as capacity building at the local level. Media products such as videos, podcasts and TV debates, will be used to respond to disinformation campaigns concerning the policies of the EU and its member states. Civil society exchange on the issue with Germany and other member states will be promoted.

Project implementation period: 01 July 2022 – 31 December 2022

MONITORUL ASISTENȚEI EXTERNE NR. 3

Începând cu luna mai 2022 a crescut semnificativ volumul asistenței externe primite de sectorul public al Republicii Moldova, comparativ cu primul trimestru al anului. Conform statisticii publicate de BNM, în trimestrul I 2022 sectorul public (Guvernul, BNM, administrația publică locală, corporațiile publice) a primit debursări de împrumuturi externe în valoare de 25 mil. USD, efectuând totodată rambursări (39 mil. USD) ce au depășit suma creditelor noi obținute. Statul a mai primit în trimestrul I 2022 granturi și asistență tehnică externă în valoare de 30 mil. USD. Conform estimărilor Expert-Grup efectuate în baza comunicatelor BNM, Ministerului Finanțelor și ale Delegației UE în Republica Moldova, în perioada aprilie – mijlocul lunii august 2022, sectorul publica primit debursări de împrumuturi și granturi externe în sumă totală de circa 327 mil. USD[1] (împrumuturi de la FMI – 144 mil. USD, grantul de la UE pentru suport bugetar – 76 mil. USD, împrumutul de la UE în cadrul asistenței macro-financiare – 36 mil. USD, împrumutul de la Guvernul Poloniei – 20 mil. USD, împrumuturi de la AID – 9 mil. USD, grantul în cadrul asistenței macro-financiare – 15 mil. USD, alte credite și granturi pentru proiecte investiționale – 27 mil. USD) (Figura 1). Astfel, către mijlocul lunii august 2022 datoria externă publică a ajuns estimativ la 2 855 mil. USD, situându-se aproximativ la 20-21% din PIB, departe de limita critică de 55%. „Republic of Moldova needs substantial financial support to address rising poverty risks”. Public appeal to the international community ahead of the donors’ conference in Bucharest

The Republic of Moldova is facing a perfect storm composed of rising energy and food prices, high inflationary expectations ahead of the winter season when gas prices reach maximum highs, war at the border that skyrocketed logistic costs, disrupted value-chains and induced huge uncertainty among firms, households and the government, along with draught and stagnation or even recession for this year. On the background of this difficult environment, the country received a clear European perspective in the form of EU candidate status as a sign of support and credit of trust from the European Union for a series of important reform commitments of the government that are yet to be delivered in such areas as justice, fight against corruption, public administration, state-owned enterprises, and macro-financial stability. Moldova also received important financial assistance from the IMF, EU, and other development partners and, as a result, the massive deficit of about 1 billion EUR planned for 2022 will be financed exclusively from external financial support.
